
The Government of South Sudan is set to begin issuing Machine Readable Convention Travel Documents (MRCTDs) to refugees and stateless individuals recognized by the Republic, marking a major step forward in the country’s efforts to provide legal identity and mobility rights for vulnerable populations.
This initiative is being spearheaded by the Ministry of Foreign Affairs and International Cooperation, in collaboration with the Ministry of Interior, the Commission for Refugee Affairs (CRA), and the Directorate of Civil Registry, Nationality, Passports, and Immigration (DCRNPI).
The issuance of MRCTDs and refugee identity cards aligns with international best practices and International Civil Aviation Organization (ICAO) standards.
In a statement published by the Ministry of Foreign Affairs, it indicated that the process is designed to strengthen South Sudan’s capacity to offer secure, digital legal identity documentation to people who often face challenges in accessing basic rights and freedom of movement.
According to officials, the Standard Operating Procedures (SOPs) for implementing the MRCTD system are currently being finalized, with key institutions working in close coordination to ensure a smooth rollout.
The United Nations High Commissioner for Refugees (UNHCR) is providing technical support to the Government of South Sudan throughout the process, reinforcing the country’s commitment to upholding the rights and dignity of refugees and stateless persons.
This development represents a crucial step toward enhancing protection and integration for displaced populations, while supporting South Sudan’s compliance with international refugee law.
