In a joint ordinary session (Sitting No. 5/2025) of the Reconstituted Transitional National Legislative Assembly and the Council of States, South Sudan’s National Legislature has advanced the Draft National Budget, Appropriation Bill, and Finance Bill for the 2024/2025 fiscal year to its third reading.
The session, chaired by Speaker Rt. Hon. Jemma Nunu Kumba marked a crucial step toward finalizing the overdue budget.
Members of Parliament closely examined the three documents presented by the Minister of Finance and Planning, raising critical questions and providing input to refine the budget draft.
Addressing Parliament, Minister Dongrin responded to concerns over budget financing, proposing strategies such as boosting non-oil revenue to meet projected targets, potentially resuming oil production and export through Dar Petroleum, and seeking external support via concessional loans and grants from development partners to address fiscal deficits.
Rt. Hon. Kumba confirmed that the draft budget for FY 2024/2025 has been passed to the third reading, with the date for further deliberations to be announced.
The Cabinet initially approved the budget on August 2, 2024, proposing a total expenditure of SSP 4.172 trillion, supported by a resource envelope of SSP 2.258 trillion.
Expected revenue from oil is projected at SSP 1.138 trillion, with additional funds anticipated from non-oil sources. The budget reflects South Sudan’s commitment to addressing socio-economic needs and strengthening its public services amidst economic challenges.
